After a four month engagement in 2008 between IOR’s and PECG ending with AB 2966 being reduced to a study bill, no one expected another legislative attempt aimed at IOR’s again this soon. Well it happened again. This soon.
In February, Assembly Member Caballero introduced AB 405 to allow public health care districts to use a design-build for the design and construction of hospital facilities.
The issue of owners using the design-build project delivery system normally is not a subject that concerns IOR’s however it is the content of a bill that does. Recently PECG proposed amendments that slightly resembled verbiage contained in AB 2966 (2008). |

On February 10th, the U.S. Senate approved their version of the economic recovery package, known as the American Recovery and Reinvestment Act (H.R. 1). While the bill includes many provisions that will stimulate the design and construction industry through tax relief and investments in our nation’s buildings, the Senate eliminated some key provisions that would create jobs and improve the built environment. |

The California State Allocation Board has scheduled a special public meeting for January 14th at 1:30 PM in Room 112 of the State Capitol.
Among items on the agenda: SPECIAL APPEALS
SCHOOL FACILITY PROGRAM FINANCIAL CRISIS EMERGENCY REGULATIONS: Present proposed emergency regulatory amendments in response to the State’s financial crisis.
UNFUNDED APPROVALS: Consider making unfunded project approvals.
RELIEF MEASURES UNDERTAKEN BY STATE AGENCIES: Provide information on administrative and regulatory actions taken by State agencies associated with the School Facility Program to assist school districts during the financial crisis.
The SAB will also conduct its regularly scheduled meeting at 4 PM on January 28th. The location has not yet been determined.
More information will be provided as it develops. |
