AB 2966 (Lieber) was scheduled to be heard on August 4th in the Senate Appropriations Committee but was moved out of Committee without a vote under Senate Rule 28.81. This is a normal step taken by the Senate Appropriations Committee on legislation that has a fiscal impact of $50k or less. The Senate Appropriations Committee considers only the fiscal impact of legislation, and legislation that has a very small impact routinely is moved out of the Senate Appropriations Committee without a vote using this Senate Rule.  AB 2966 is number eighty six of ninety five bills that were moved out of Committee under Senate Rule 28.8 today.

AB 2966 now goes directly to the floor where it can be amended, however not in such a way that adds a new fiscal impact. AB 2966 could be heard and voted on by the entire State Senate as early as August 7th. More information will be reported as it develops.


1California Senate Rule 28.8: Any bill referred to the Committee on Appropriations pursuant to Joint Rule 10.5 that does not appropriate money may not be set for hearing and shall, along with any nonsubstantive amendments, promptly be reported to the Senate with the recommendation it be placed on second reading if the chair of the committee determines that (a) any additional state costs are not significant and do not and will not require the appropriation of additional state funds, and (b) the bill will cause no significant reduction in revenues.
