The California State Allocation Board has scheduled a special public meeting for January 14th at 1:30 PM in Room 112 of the State Capitol.
Among items on the agenda: SPECIAL APPEALS
SCHOOL FACILITY PROGRAM FINANCIAL CRISIS EMERGENCY REGULATIONS: Present proposed emergency regulatory amendments in response to the State’s financial crisis.
UNFUNDED APPROVALS: Consider making unfunded project approvals.
RELIEF MEASURES UNDERTAKEN BY STATE AGENCIES: Provide information on administrative and regulatory actions taken by State agencies associated with the School Facility Program to assist school districts during the financial crisis.
The SAB will also conduct its regularly scheduled meeting at 4 PM on January 28th. The location has not yet been determined.

The passing of AB 38 in 2008 has merged the Governors Office of Emergency Services and the California Office of Homeland Security. Effective January 1, 2009 this new merger is now called the California Emergency Management Agency or Cal-EMA.
The first steering committee of Cal-EMA occurred January 8th in Sacramento. Among the agenda items discussed was the expiration of SAP Evaluator certifications. Safety Assessment Program certification is required to be renewed every five years. The partnering organizations all agreed that they would on a semi-annual basis, send out reminders to SAP Evaluators listed with their organizations.
ACIA is asking SAP Evaluators to check their SAP identification cards for the expiration date. |

The current economic situation has taken a turn that now affects California public school construction.
On December 17th, the State’s Pooled Money Investment Board (PMIB) chaired by State Treasurer Bill Lockyer, moved to temporarily halt disbursing cash from the State’s Pooled Money Investment Account (PMIA) for capital projects, including public school construction, citing the current budget situation in Sacramento.
The Office of Public School Construction (OPSC) utilizes cash from the PMIA to release funds for projects that have been approved by the State Allocation Board (SAB). The outcome of this meeting: Until further notice, the OPSC will be unable to release funds for approved school construction projects. Additionally, the PMIB has indicated that the SAB will be unable to approve apportionments for new projects until further notice.
The Coalition for Adequate School Housing (CASH) has recommended that district superintendents and boards immediately cease making financial commitments.
