According to the National Hurricane Center, Hurricane Ike is expected to result in damage similar to that of Hurricane Katrina in 2005. ACIA National President David Karina again has been in contact with the California Governors Office of Emergency Services today notifying the agency that ACIA remains positioned to assist OES in the event that mutual aid is requested by the affected regions. |

In anticipation of Hurricane Gustav making landfall on Labor Day, ACIA National President David Karina has notified the California Governors Office of Emergency Services that ACIA is ready to access its data base of SAP certified evaluators to assemble volunteers that would assist with performing safety assessments of dwellings and structures that are expected to sustain damage by Hurricane Gustav.

Since 1954 ACIA has been actively representing the construction inspection industry in many ways. To better serve the industry, ACIA is pleased to introduce this new free monthly online feature to maintain awareness of legislative activity that affects our industry.
The ACIA Government Affairs Committee has continuously monitored legislative movement affecting the construction inspection industry for many years. ACIA was first to inform California school and hospital inspectors of AB 2995 and AB 2966 when they were introduced back in February of this year.
ACIA will continue as it has in the past to monitor legislative movement in collaboration with industry related professional organizations and report on updates as they develop.

I would like to express my sincere appreciation to everyone who attended ACIA’s “OSHPD and the IOR” training seminar. Over 250 attended the event held at the Hyatt Regency in Irvine, CA making this the largest one day event ACIA has presented to date.
Responding to this year’s legislative challenge (AB 2966) to the hospital inspection industry, ACIA and OSHPD worked diligently in a relatively short amount of time to present this training in a collaborative effort to reassure any and all concerned parties that OSHPD certified inspectors of record (IOR) are among the most highly trained inspectors in the industry. As indicated by one of the presenters, “It’s about time.”

AB 2966 (Lieber) was scheduled to be heard on August 4th in the Senate Appropriations Committee but was moved out of Committee without a vote under Senate Rule 28.81. This is a normal step taken by the Senate Appropriations Committee on legislation that has a fiscal impact of $50k or less. The Senate Appropriations Committee considers only the fiscal impact of legislation, and legislation that has a very small impact routinely is moved out of the Senate Appropriations Committee without a vote using this Senate Rule. AB 2966 is number eighty six of ninety five bills that were moved out of Committee under Senate Rule 28.8 today.
AB 2966 now goes directly to the floor where it can be amended, however not in such a way that adds a new fiscal impact. AB 2966 could be heard and voted on by the entire State Senate as early as August 7th. More information will be reported as it develops.
